Jharkhand used the platform of the three-day fifth National Conference of Chief Secretaries to place its development priorities within the broader national push towards building strong human capital, with Chief Secretary Avinash Kumar highlighting the state’s challenges and opportunities in education, skills and inclusive growth.

The conference, held in New Delhi from December 26 to 28 on the theme “Human Capital for a Viksit Bharat”, concluded on Sunday with a renewed emphasis on structured Centre–State cooperation under the “Team India” approach. Senior officials described the dialogue-driven format as central to aligning state-level execution with national development goals.

Deliberations reflected a clear shift in policy thinking, moving beyond the idea of a mere demographic dividend to treating the population as skilled, productive human capital. Sessions focused on early childhood education, school and higher education reforms, skill development, sports and co-curricular activities, linking learning outcomes directly with employability, productivity and innovation.

For Jharkhand, a tribal-dominated state with persistent gaps in education and employment indicators, the discussions carried particular relevance. Officials underlined the need for human capital strategies that address regional and social disparities while ensuring that growth remains inclusive and sustainable.

Governance reforms and administrative efficiency formed another key pillar of the conference. Participants examined mechanisms for improving policy implementation, reducing procedural delays and strengthening outcome-based governance, with an emphasis on continuity across administrative cycles.

The Jharkhand delegation included senior officers from the Scheduled Tribe, Scheduled Caste and Backward Class Welfare Department and the Planning and Development Department, reflecting the state’s focus on integrating social justice with development planning.

The conference brought together chief secretaries from all states and Union Territories, senior central officials and domain experts. Officials said the exercise was aimed at translating high-level policy discussions into actionable frameworks, ensuring that national development ambitions are matched by effective execution on the ground.
