The monsoon session of the Jharkhand Legislative Assembly began on Friday with Speaker Rabindranath Mahato urging members to engage in respectful and constructive debate. Opening the session, he emphasised the importance of accommodating minority voices and cited the vision of the Constitution’s framers, who empowered citizens to shape the nation’s democratic path. He appealed to members to uphold legislative decorum and respond seriously to public expectations.

The House opened with tributes to former legislators Chandrashekhar Dubey and Tilakdhari Singh, as well as scientist Dr. K Kasturirangan. Condolences were also extended to the victims of the recent Ahmedabad air crash and the terrorist attack in Pahalgam. Chief Minister Hemant Soren and Leader of Opposition Babulal Marandi reflected on their contributions. A two-minute silence was observed before the House was adjourned till Monday.

The Speaker also extended wishes for the recovery of veteran leader Shibu Soren and acknowledged his longstanding contribution to the state.

Outside the Assembly, political tensions soared over the government’s decision to rename the Atal Mohalla Clinic after Mother Teresa. Babulal Marandi criticised the move as appeasement and called it a form of political intolerance toward a scheme named after former prime minister Atal Bihari Vajpayee, a key figure in the state’s formation.

BJP MLA Champai Soren supported the ongoing Special Intensive Revision (SIR) of electoral rolls, calling it necessary. He said the party would raise the clinic renaming issue during the session and also offered personal prayers to Marang Buru for Shibu Soren’s recovery.

BJP Chief Whip Naveen Jaiswal ascribed the Congress’ opposition to the SIR to protection of what he described as an illegal voter base of Bangladeshis and Rohingyas. He pointed to Bihar’s electoral corrections through a similar process.

Congress MLA Rajesh Kacchap countered the allegation, saying the BJP’s real aim was demographic engineering. He suggested that if the SIR process is implemented, BJP’s CP Singh could lose his Ranchi seat.

Dimissing allegations of infiltration as baseless, Health Minister Dr Irfan Ansari accused the saffron party of attempting to disenfranchise legitimate voters using the Election Commission of India (ECI).

Tensions also emerged over the composition of the Assembly’s Business Advisory Committee. Congress Legislative Party leader Pradeep Yadav objected to the party being named only a special invitee rather than an ex officio member, despite being the third-largest party. He questioned the inclusion of an independent MLA over Congress. Following his protest, Speaker Mahato agreed to reconsider the matter and later assured that Congress would be accorded ex officio status. Yadav confirmed that a notification to this effect would be issued soon.

The committee was reconstituted under Rule 224(1) of Assembly procedure. Speaker Mahato will chair the committee, which includes Chief Minister Hemant Soren, Parliamentary Affairs Minister Radhakrishna Kishore, Leader of Opposition Babulal Marandi, JD(U) MLA Saryu Rai, JMM MLA Niral Purty, and CPI-ML MLA Arup Chatterjee as ex officio members. Special invitees include Deepak Birua, Mathura Mahato, CP Singh, Stephen Marandi, Pradeep Yadav, Suresh Paswan, Naveen Jaiswal, Janardan Paswan, Basant Soren, Neera Yadav, Kalpana Murmu Soren, Nirmal Mahato, and Jayram Kumar Mahato.

The session is expected to witness sharp exchanges on the clinic renaming, the SIR process, and the effects of heavy rains on agriculture.
