A major terror-linked conspiracy with alleged backing from Pakistan’s ISI network has been thwarted in the national capital, with the Special Cell of Delhi Police arresting two operatives accused of planning grenade attacks, firing incidents, and targeted killings across Delhi-NCR.
The accused, Rajveer (21) and Vivek Banjara (19), both from Gwalior in Madhya Pradesh, were apprehended following intelligence inputs pointing to a coordinated plot tied to Pakistan-based handler Shahzad Bhatti, operating as a proxy for ISI. Investigators say the duo was acting under the instructions of Bhatti.

ISI Proxy Network Exposed
According to officials, the arrests have uncovered a wider network allegedly run with support from ISI-linked operatives. The module was recruiting Indian youth through social media platforms and grooming them for violent missions in the capital region.
Deputy Commissioner of Police (Special Cell) Praveen Kumar Tripathi said the operation prevented imminent attacks and exposed a structured attempt to destabilise law and order in Delhi-NCR through locally recruited operatives.
He said, “Special Cell had received intelligence inputs that Pakistan-based gangster Shahzad Bhatti and other ISI proxies, in collusion with certain India-based accomplices, were hatching a criminal conspiracy to execute grenade attacks and target killings in the Delhi-NCR region and adjoining areas.”
Weapons, Digital Evidence Seized; Case Registered
Police recovered a pistol and six live cartridges from the accused, along with two mobile phones containing incriminating videos and voice messages.
A case has been registered under relevant provisions of the Bharatiya Nyaya Sanhita, and further investigation is underway to identify other members of the network and possible local collaborators.
The crackdown highlights an ongoing pattern of cross-border elements attempting to exploit social media to radicalise and recruit youth for targeted violence in urban centres.
