The Orissa High Court has issued notice to the Government regarding the recent policy decision that empowered MPs and MLAs to recommend up to 15 most deserving cases of transfer of teachers belonging to elementary and secondary schools in their constituencies.
Though the provision is a one-time measure, which is applicable only for the current educational year, an aggrieved teacher had sought the high court’s intervention stating that the school and mass education department has neither authority nor justification for the so-called policy decision.

The petitioner pointed out that pursuant to the order, his transfer has been affected and the same is unjustifiable. The HC later imposed an interim stay on the transfer of the petitioner.
The Government policy decision adopted on May last stated that MLAs and MPs can make recommendation of transfer to the district collector for disposal of the same by the District Level Transfer Committee (DLTC), an official letter sent to the Director of Secondary Education and the Director of Elementary Education, Odisha, Bhubaneswar.
