The Election Commission of India (ECI) has taken a significant step to further streamline the electoral process by introducing new guidelines for counting postal ballots. This move aims to reduce delays and enhance clarity in the counting process.

As per the new guidelines, the penultimate (second last) round of EVM/VVPAT counting will only be taken up after the counting of postal ballot papers is completed at the counting center. This decision is expected to bring uniformity and utmost clarity to the counting process.

The ECI’s decision comes in the backdrop of a substantial increase in the number of postal ballots, thanks to recent initiatives like home voting for persons with disabilities (PwDs) and senior citizens above 85 years. To ensure a smooth counting process, the ECI has directed Returning Officers (ROs) to ensure sufficient tables and counting staff are in place, especially in cases with a large number of postal ballots.

This move marks the 30th initiative taken by the ECI in the past six months to streamline and improve the electoral process. The ECI has already implemented various measures, including mobile deposit facilities for voters, webcasting of polling stations, and enhanced use of technology.

“The Commission has decided that, henceforth, the penultimate (second last) round of EVM/VVPATs counting shall be taken up only after the counting of Postal Ballot Papers is completed, at the counting center, where postal ballot counting is being done,” the ECI stated in a press note.

The ECI’s efforts aim to ensure a free, fair, and transparent electoral process, and this latest initiative is expected to further strengthen the counting process.
