The Delhi Police Crime Branch has arrested five people, including three directors of the Kolkata-based Indian Institute of Psychometry, in connection with the 2021 ITBP constable recruitment paper leak scam, officials said on Thursday.
The accused have been identified as Amitava Roy (61), Jaydeep Goswami (58), and Shubhendu Kumar Paul (51) — all directors of IIP — along with Rohit Raj (38), a consultant, and Dharmendra (38), a printer, both based in Delhi.

The case stems from the ITBP Constable (Tradesman) written examination held on January 10, 2021, across 81 centres in 13 cities nationwide, a senior officer said.
The officer added that just before the exam, the question paper surfaced on WhatsApp, reaching several candidates and even ITBP officials. A comparison confirmed the leaked paper was identical to the original. Following a probe, ITBP (Indo-Tibetan Border Police) registered a complaint at the Lodhi Colony Police Station in Delhi, prompting a Crime Branch investigation.
The findings of the investigation revealed that IIP, tasked with preparing and securing the exam process — including setting the paper, printing, and OMR sheet management — had outsourced its responsibilities to another firm. The directors, despite repeated notices, failed to cooperate with the inquiry.
On Friday, the three IIP directors were arrested by the police, securing a 48-hour transit remand from a Kolkata court. They were later placed in police custody by a Delhi court. During interrogation, they named Rohit Raj and Dharmendra as their accomplices, who were subsequently arrested in Delhi on the nights of Wednesday and Thursday.
The officer said further investigations are ongoing by the team to uncover the wider nexus behind the leak and determine if others were involved in the malpractice.
