Delhi’s Winter Action Plan shifts from emergency experiments to year-round action

Meeting winter action plan

Before the onset of winter pollution that chokes the national capital, Environment Minister Manjinder Singh Sirsa on Tuesday led a high-level discussion with representatives from 30 stakeholder agencies to review and advance Delhi’s Winter 2025 Air Pollution Control Action Plan, focused on a year-round strategy to combat air pollution.

“Our administration is committed to a proactive, round-the-clock effort against air pollution, deploying tech-based interventions like anti-smog guns, sprinklers, and web-based monitoring to ensure every corner of Delhi breathes easier,” said Sirsa.

According to an official document, the meeting focused on 17 key action points as opposed to a 21-point plan of the former government.

During the meeting, officials from the department highlighted the significant measures taken so far to mitigate the dust pollution, including the procurement and deployment of mist sprayers and water sprinklers, and the installation of 174 anti-smog guns on high-rise buildings across the city, a step missing from the winter action plan of the AAP-led Delhi Government.

A total of 219 mist spraying systems have been installed on poles in central verges along road stretches covering 13 pollution hotspots, noted the department.

Officials also indicated that until August 2025, nearly 5.95 lakh pollution-related challans (without PUCC) have been issued in Delhi to curb the pollution caused by vehicular emissions.

During the meeting, Sirsa directed the agencies to strengthen green war rooms, complaint registration, and redressal mechanisms for faster, more effective pollution control.

He also called on the officials to intensify public awareness programs linked to each action category, designed to engage and educate the maximum citizens through targeted outreach.

“Public participation is key to our success; through strengthened awareness programs and efficient complaint redressal, we’re empowering citizens to join this year-round mission for a healthier Delhi,” added Sirsa.
