Delhi’s transport minister calls for adoption of EVs, reaffirms commitment to green future

Delhi Transport Minister Dr. Pankaj Kumar Singh

Delhi Transport Minister Dr. Pankaj Kumar Singh has urged the citizens of the national capital to embrace electric vehicles (EVs), reiterating the state government’s commitment to building a cleaner, healthier, and more sustainable city.
Referring to the Draft Delhi EV Policy 2.0, the Minister has said it has been placed in the public domain for 30 days, inviting feedback, suggestions, and objections from citizens and stakeholders.

Dr Singh emphasized that all inputs received during this period will be duly considered before the policy is finalized, and implemented within a short timeframe thereafter.
Highlighting the government’s ongoing efforts, the health minister noted that thousands of beneficiaries, who did not get subsidy during the previous government, have already received their EV subsidies, and pending disbursals are being processed on a priority basis.

The Transport Minister assured that the new policy framework has been carefully designed to ensure that citizens do not face any additional financial burden and can seamlessly transition to electric mobility.

The Draft EV Policy 2.0 proposes a comprehensive set of incentives across vehicle segments, and these include purchase incentives for electric two-wheelers, e-autos, and electric goods vehicles, along with scrapping incentives for older polluting vehicles.
Additionally, the policy provides for 100 per cent exemption on road tax and registration fees for EVs (subject to specified conditions), further enhancing affordability.
The policy also outlines a clear roadmap for phased electrification, and proposes that only electric three-wheelers will be allowed for new registrations from January 2027, followed by mandatory electric two-wheelers from April 2028.

A structured plan has also been introduced for the electrification of school bus fleets, ensuring a gradual yet complete transition in the coming years.
To support this transition, the government has made extensive provisions for charging infrastructure.

Delhi Transco Limited (DTL) has been designated as the nodal agency to facilitate the development of public charging and battery swapping infrastructure.
The policy also mandates OEM participation in setting up charging stations and promotes EV-ready infrastructure in new developments.
Transport Minister has expressed confidence that the national capital will witness significant EV adoption across two-wheelers, three-wheelers, and commercial vehicles by 2027.
