Delhi Assembly Speaker Vijender Gupta on Monday hit out at the opposition, saying that it was a matter of concern how its members displayed a completely negative approach during the recent session of the House.

He said that it was unfortunate that the opposition chose to abstain from the House proceedings in the name of protest, despite there being no substantive issue.

Gupta called this situation unprecedented in legislative practice, where members abstain without a clear issue.

“Boycotting the House without any issue, disrupting its functioning, and attempting to mislead the public cannot be justified, the Speaker said while addressing a press conference on Monday.

Gupta stated that the conduct observed during this session raises serious concerns for parliamentary functioning, noting that deliberate disruption of proceedings, preventing the House from functioning, disregarding its dignity, and subsequently attempting to create misleading narratives reflect a pattern of indiscipline that cannot be accepted.

The Speaker also stated that it was clearly conveyed that if the Opposition had any grievance, they could attend the House, present their case, and time would be allotted for discussion; however, despite this assurance, they chose not to attend.

According to the Speaker, the matter of suspension was explained to the Leader of the Opposition during a meeting held on Saturday, March 21, where it was conveyed that since the suspension pertains to the session, it automatically ceases once the House is prorogued.

He added that, as per Rule 77, a suspended member is debarred from entering the precincts of the House, attending its sittings, and participating in committee meetings, though the Speaker may permit entry for a specific purpose upon request, as provided under the Rules of Procedure.

He highlighted that a defining institutional outcome of the session was the tabling of all seven pending CAG reports in the House, with none remaining pending, and their subsequent submission to the Public Accounts Committee.

He noted that multiple audit reports on state finance, revenue, economic, social and general sectors, public sector undertakings, the Delhi Jal Board, and universities under the GNCTD were laid during the session, discussed, and referred to the appropriate committees.

He further noted that key legislations, including the Delhi Appropriation (No. 2) Bill, 2026, the Societies Registration (Delhi Amendment) Bill, 2026, and the Delhi Appropriation (No. 3) Bill, 2026, were also taken up and passed.

Gupta further highlighted the successful roll-out of “Vidhan Saathi”, an AI-enabled chatbot providing real-time legislative research support in Hindi and English, including voice-enabled access.

He further informed that the financial committees of the House, including the Public Accounts Committee, the Estimates Committee, and the Committee on Government Undertakings, were constituted.
