Highlighting a serious and sensitive public issue concerning unauthorized five- to six-storey buildings in Delhi’s Mustafabad Assembly constituency, Deputy Speaker of the Assembly Mohan Singh Bisht on Wednesday urged Speaker Vijender Gupta to send a strong message through the House to the Municipal Corporation of Delhi (MCD).
He stressed that whenever such premises are sealed, it must be ensured that electricity and water connections are also disconnected, particularly from the illegally constructed upper floors.

Bisht said that properly sealing such unauthorized structures, which pose a threat to public safety, would be a step toward protecting citizens’ lives.
Raising the matter in the House under Rule 280 (Special Mention), Bisht pointed out that Mustafabad, his assembly constituency, comprises densely populated areas with plot sizes of 50, 60, or 100 square yards. Builders, he alleged, have constructed unauthorized five- to six-storey buildings on these small plots.
The legislator said construction has reportedly taken place without any regard for basic requirements and safety standards, and noted that the roads and lanes in these areas are only 10 to 15 feet wide.
He warned that even a minor earthquake could lead to massive loss of life and property due to the unsafe condition of these buildings.
Bisht claimed that although he had raised this sensitive issue during the last Assembly session, the civic body’s action remained largely symbolic.
According to him, while the MCD sealed the ground floors of some unauthorized buildings, no action was taken against the illegally constructed upper floors.
He further informed the House that prior to sealing these buildings, the MCD did not instruct BSES to disconnect the electricity supply to the concerned properties.
He said such negligence raises serious concerns about possible corruption and undermines public trust in administrative processes.
