Baitarani displacement: NHRC seeks report within four weeks

The National Human Rights Commission (NHRC)  took serious note of the lack of response from Odisha government over alleged large scale displacement caused by the Kanpur project on Baitarani river in Keonjhar district and deputed its Special Rapporteur to conduct an inquiry, informed lawyer and rights activist Radhakanta Tripathy.

Taking serious note of earlier Petition and subsequent submissions filed by Rights Activist and Lawyer Radhakanta Tripathy the NHRC sought the report within four weeks. “Now the NHRC takes a serious view of the nonresponsive attitude on the part of the Chief Secretary, Odisha. In its order it directs Let a final reminder be issued to the Chief Secretary Odisha directing him to submit the requisite report  within four weeks positively failing which the Commission would be constrained to secure the same through his personal appearance under section 13 of the PHR Act,” said Tripathy.

The Pro-bono lawyer of the case Mr Tripathy alleged that thousands of displaced and other affected parties have been suffering and the reply submitted by the Authority following a hurriedly convened meeting by RDC in November last year does not give true and correct picture of the plight of the affected people. The report submitted by the State Authority is just an eye wash.

The report is silent on the RPDAC meeting interval, the number of people yet to be settled, No comprehensive report has been prepared with regard to the Current Land Acquisition as per applicable Law, Rehabilitation and Resettlement of the villagers as per the Policy, the status of bare necessities of life, Tripathy further alleged.
