The Union government has institutionalized a nationwide integrated and coordinated system to deal with cyber threats, as National Cyber Security Coordinator (NCSC) under the National Security Council Secretariat (NSCS) ensures coordination amongst different agencies whereas Indian Cybercrime Coordination Centre (I4C) deals with cybercrimes in a coordinated and effective manner.

The Minister of State in the Ministry of Home Affairs Bandi Sanjay Kumar in a written reply to a question in the Lok Sabha on Tuesday stated that, Indian Computer Emergency Response Team (CERT-In) is designated as the national agency for responding to cyber security incidents under the provisions of section 70B of the Information Technology (IT) Act, 2000.

The minister further stated that CERT-In operates an automated cyber threat intelligence exchange platform for sharing tailored alerts with organization across sectors for proactive threat mitigation.

National Cyber Coordination Centre (NCCC) implemented by CERT-In, examines the cyberspace to detect cyber security threats, and shares the information with organizations concerned, state governments and stakeholder agencies for required action.

CERT-In also issues alerts and advisories regarding latest cyber threats and vulnerabilities from time to time.

The Government has also established National Critical Information Infrastructure Protection Centre (NCIIPC) for protection of critical information infrastructure in the country under the provisions of section 70 A of the IT Act, 2000.

The NIC provides Information Technology (IT) support to Ministries, Departments and agencies of the Central Government, State Governments and district administrators for various e-governance solutions and follows information security policies and practices in line with industry standards and practices, aimed at preventing cyber-attacks and safeguarding data.

Ministry of Home Affairs (MHA) has established CyMAC (Cyber Multi Agency Centre) under the MAC (Multi Agency Centre) platform with participating agencies namely, IB, CIRA, DCYA, DoT, Cert-In, I4C, NCIIPC and NIC, to address challenges including cybercrime, cyber espionage, cyber terrorism, cyber security threats, misuse of emerging technologies against national security and related concerns.

The CyMAC also serves as a unified and strategic platform to enhance cyber resilience across all Cyber Security Agencies.

By enabling real-time monitoring, threat intelligence sharing, and coordinated response capabilities, it ensures the proactive detection and analysis to manage cyber security risks effectively.

All agencies are being encouraged to fully integrate with this system to strengthen National Cyber Defence and safeguard Indian Information and Communication Technology (ICT) infrastructure.

The minister also informed that a new National Cyber Forensic (Investigation) Laboratory has been set up in Assam, to provide cyber forensic facilities and enhance digital investigation capabilities of all Law Enforcement Agencies, mainly working in North East Region and Sikkim.

National Cyber Forensic (Investigation) Laboratory {NCFL(I)}, has been set up at Dwarka, New Delhi under the Indian Cyber Crime Coordination Centre(I4C) in 2019 to provide forensic assistance during investigation to LEAs and other central agencies.

Seven Joint Cyber Coordination Teams (JCCTs) have been constituted for Mewat, Jamtara, Ahmedabad, Hyderabad, Chandigarh, Vishakhapatnam and Guwahati under Indian Cybercrime Coordination Centre (I4C) covering the whole country based on cyber crime hotspots/areas having multi-jurisdictional issues by onboarding States/UTs to enhance the coordination framework among Law Enforcement Agencies of the States/UTs.

The module ‘Pratibimb’ maps locations of criminals and crime infrastructure on a map to give visibility to jurisdictional officers. The module also facilitates seeking and receiving of techno-legal assistance by Law Enforcement Agencies from I4C and other SMEs. It has lead to arrest of 16,840 accused and 1,05,129 Cyber Investigation assistance request.
