Delhi Chief Minister Rekha Gupta said on Thursday that a developed nation’s identity is determined not only by economic or technological progress but also by the capability and productivity of its citizens.

At the 11th meeting of the NITI Aayog Governing Council, chaired by Prime Minister Narendra Modi, the chief minister presented her vision for the development of the national capital and its role in building ‘Viksit Bharat 2047,’ emphasizing that the city has emerged as a powerful engine driving the country’s transformation.

Gupta systematically presented information on the government’s schemes and achievements, detailing the work underway in education, health, infrastructure, and social welfare. He added that continuous and serious efforts are being made toward realizing a ‘Viksit Delhi’.
She thanked the Prime Minister and the Central government for extending cooperation in her government’s endeavour to transform the national capital into a world-class city. She said that irrespective of the political landscape, the Centre has always supported Delhi and extended nearly ₹1 lakh crore in assistance to develop its road infrastructure.
Sharing a major achievement, she said that on the Prime Minister’s directions, a special ‘Coordination Team’ has been formed with neighbouring states. Rising above differences, it has begun structured work to restore the continuous flow of the Yamuna River and tackle serious pollution.

Gutpa shared that her government launched an effective scheme to provide free bicycles to schoolgirls to reduce the dropout rate in Class 9 in government schools.
On administrative reforms, she said that the Delhi fully implemented e-filing and digitization, set up new ‘Command and Control Centres.’
To enhance safety and modernization in transport, three new automated testing stations are being set up in Delhi for fitness checks of commercial vehicles, and with centre’s support, Delhi’s metro network has now expanded to nearly 500 km, surpassing that of other states in the country.

According to Gupta, her government has strengthened healthcare services by upgrading hospitals.

Delhi’s first ‘Brain Health Clinic’ has been set up in Dwarka, and under the PPP model, free MRI and CT scan facilities will be provided in all government hospitals, while 150 dialysis centres are already operational.
370 Ayushman Arogya Mandirs are functional in Delhi, with a target to open 750 more this year, she added.

She also shared details of other welfare and public-interest initiatives like the new drainage master plan for the first time in 50 years.
The CM said Delhi is rapidly transforming public transport, and by March 2027, it will have over 5,800 Electric buses, with 12,000 more to be added in the next four years. She requested the Centre to accelerate Delhi’s progress, stating that since the Delhi government’s Public Account would be separated starting in 2025, she requested reconciliation and early release of the balance amount available in it.

To speed up PWD works and ensure a clear command chain, she proposed completely separating Delhi’s PWD engineering cadre from the Central Public Works Department.
Since Delhi does not receive any share in taxes or grants from the Finance Commission, she said, Central assistance to Delhi be increased to match the level of transfers to other states.
