Delhi Chief Minister Rekha Gupta said on Saturday that the national capital has secured the highest category position in the country in the Logistics Ease Across Different States (LEADS) 2025 Index, describing it as a matter of pride for Delhi.
She credited the achievement to the government’s continuous efforts towards strengthening logistics infrastructure, enhancing multimodal connectivity, improving ease of doing business, and promoting technology-driven governance.

According to Gupta, the LEADS Index evaluates states and Union Territories on parameters such as logistics infrastructure, logistics services, regulatory framework, digital integration, sustainability, and stakeholder perception.
Under the index, states and Union Territories are classified into four categories — Exemplary, High Performer, Accelerators, and Growth Seekers — with “Exemplary” being the highest category.
Delhi has shown consistent progress by moving from the “Achiever” category in LEADS 2023 and 2024 to securing the top position in the country this year, Gupta added.
She further said that under the leadership of Prime Minister Narendra Modi and the PM Gati Shakti Yojana, the Delhi government has prepared a logistics plan for the city, which has already received approval and will soon be notified.
“This will make urban freight movement, last-mile delivery systems, and urban freight management more streamlined and efficient,” she said.
The Chief Minister stated that through the Delhi Single Window System, the process of approvals and permissions related to logistics and industrial investments has been simplified and expedited.
She also said that, as part of the pothole-free roads campaign, large-scale improvements have been carried out on the national capital’s major and internal roads.
Simultaneously, major economic corridors such as the Urban Extension Road-II and the Delhi-Dehradun Expressway are being developed, thereby strengthening freight transportation and regional connectivity, Gupta added.
The Chief Minister said that her government is finalising the Warehousing and Logistics Policy, which aims to reduce congestion in freight movement, eliminate regulatory complexities, and address gaps in the capital’s logistics infrastructure.
She also shared that the government is placing special emphasis on creating a skilled workforce. Through the policies of the Delhi Khadi and Village Industries Board, micro and artisan-based industries are being connected with logistics networks.
Gupta said that in LEADS 2025, Delhi performed better than the national and Union Territory averages across all major parameters, including logistics infrastructure, logistics services, operations and regulatory framework, as well as sustainability and equity.
Notably, the national capital earned high scores in roads, railways, airports, digital systems, warehousing, and cold storage infrastructure.
Delhi also outperformed the national average in transport services, terminal services, and skilled manpower, while demonstrating excellent performance in interstate freight movement facilitation and policy reforms.
According to the Chief Minister, the government is also working on developing organised transport hubs in the city to reduce unregulated roadside loading and make freight transport systems more systematic and efficient.
