PM Modi hails Harivansh’s third term as Rajya Sabha Deputy Chairman, calls it ‘House’s seal of trust’

Prime Minister Narendra Modi on Friday led a warm and expansive tribute in the Rajya Sabha to Harivansh Narayan Singh, following his election to an unprecedented third consecutive term as Deputy Chairman, describing the outcome as a collective endorsement of his temperament, experience and inclusive approach to parliamentary functioning.

Addressing members in the Upper House, Modi framed the re-election not merely as a procedural milestone but as a reflection of the confidence Harivansh commands across party lines. “On behalf of the House, and on my own behalf, I extend my heartfelt congratulations and best wishes to Mr. Harivansh. Being elected for the third consecutive term reflects the deep trust this House has in you,” the Prime Minister said, adding that the decision amounted to the House “putting its stamp” on his leadership and working style.

Modi emphasized that Harivansh’s stewardship has helped elevate the quality of proceedings, blending discipline with deliberative depth. “We have all seen the power of the House become even more effective under his leadership. He not only conducts proceedings but enriches them with precision drawn from his vast experience,” he noted, underlining how this has contributed to a more mature and balanced parliamentary atmosphere.

The Prime Minister wove a narrative that stretched from Harivansh’s rural upbringing to his current constitutional role, highlighting how his early life shaped his public outlook. Recalling that he was born in a village in Uttar Pradesh, Modi said his grassroots exposure instilled a lifelong commitment to social development. “His connection with his village and society is not symbolic—it is lived and sustained,” he observed.

Marking a poignant coincidence, Modi drew attention to the fact that Harivansh’s third term begins on the birth anniversary of former Prime Minister Chandra Shekhar, a leader with whom he shared a close intellectual and personal association. “Your association with Chandrashekhar ji, your companionship during his time, and your efforts to bring his ideas to the new generation through your writings make this a very special occasion,” Modi said, linking continuity in leadership with continuity in political thought.

The Prime Minister also revisited Harivansh’s long career in journalism, portraying it as foundational to his parliamentary conduct. He recalled reading his writings during his own tenure in Gujarat and described them as deeply researched and conviction-driven. “His pen is sharp, but his speech and demeanor are marked by gentleness and civility,” Modi remarked, suggesting that this balance has translated into his role in the House, where firmness is tempered with restraint.

Beyond parliamentary responsibilities, Modi devoted considerable attention to Harivansh’s engagement with the youth and academia, presenting it as a defining feature of his public life. He noted that since assuming office in 2018, Harivansh has participated in over 350 programmes across universities and colleges, interacting directly with students on issues ranging from national development to civic responsibility. “He has continuously worked to inspire confidence among the youth and to connect them with the idea of a developed India,” Modi said, calling the outreach “a monumental undertaking.”

The Prime Minister highlighted how Harivansh has sought to channel institutional resources toward long-term intellectual and societal gains, particularly through the MPLADS scheme. He cited examples including the establishment of research and study centres in Bihar focused on endangered languages, earthquake engineering, river systems, innovation, and artificial intelligence. These initiatives, Modi suggested, reflect a forward-looking approach to public spending that prioritizes knowledge creation and problem-solving.

He also pointed to Harivansh’s role in strengthening legislative institutions beyond Parliament, including his engagement with state legislatures and participation in international parliamentary forums such as the Commonwealth Parliamentary Association, noting that his contributions have helped reinforce democratic practices.

Reflecting on their collaboration during the construction of the new Parliament building, Modi said Harivansh played a key role in conceptual inputs ranging from design elements to institutional identity. “His contributions were valuable in shaping the character of this House,” he said.

In a broader appeal to members, Modi expressed confidence that Harivansh’s new term would continue to uphold the dignity and effectiveness of the Rajya Sabha. “This is a recognition of experience, respect for a natural working style, and acceptance of that style. I am confident that his new term will proceed with the same spirit, balance and dedication,” he said, urging all members to extend full cooperation.

Harivansh’s re-election follows his recent return to the Rajya Sabha after being nominated by President Droupadi Murmu, filling a vacancy that arose earlier this month. His continued presence in the Chair, Modi suggested, offers stability at a time when Parliament faces complex legislative and political challenges.

Closing his remarks on a reflective note, the Prime Minister said that while institutional roles come with responsibilities, they are ultimately guided by a higher sense of duty. “With everyone’s cooperation, I am confident the dignity of the House will reach new heights,” he said, voicing hope that the Rajya Sabha will play a pivotal role in steering India’s development trajectory in the years ahead.
