Prime Minister Narendra Modi is expected to dedicate the ₹79,459-crore Pachpadra Refinery in Rajasthan to the nation on a suitable date after January 15, 2026, Parliamentary Affairs Minister Joga Ram Patel said on Tuesday.

Addressing media persons after the state cabinet meeting here on Tuesday evening, Patel said the 9-million-metric-tonne refinery is scheduled to commence production in January 2026.

He added that Prime Minister Modi may inaugurate the mega project after Makar Sankranti on January 14, 2026. Deputy Chief Minister Dr Prem Chand Bairwa was also present at the press briefing.

The petrochemical complex attached to the refinery is expected to commence operations in July 2026, he said.

Patel further stated that since the inception of the project in 2013, the refinery, a joint venture between Hindustan Petroleum Corporation Limited and the Rajasthan government, has undergone a second revision (amendment) in its project scope, which was approved by the Central Government.

According to a report submitted by the company to the state government on December 4, 2025, the refinery is ready for commissioning next month.

The report also noted that the project cost has escalated and has now been revised accordingly. The state cabinet, at its meeting today, approved the revised project cost, the minister added.

Besides the refinery, the cabinet also approved several key proposals and policies, including the Rajasthan Registered Vehicle Scrapping Policy 2025 and the Rajasthan AI/ML Policy 2026.
