The Nitish Kumar government on Tuesday approved the ‘Saat Nishchay 3’ programme, aimed at bringing Bihar into the league of developed states over the next five years.
The five-year, seven-point programme focuses on expanding employment opportunities, doubling the state’s per capita income, accelerating industrial growth, strengthening agriculture, advancing education, ensuring accessible healthcare, building modern infrastructure, and improving the overall quality of life of citizens.

In a message posted on X, Chief Minister Nitish Kumar said, “For the past 20 years, efforts have been made for the development of all sectors and all sections of society. After achieving the targets related to ‘development with justice’ under ‘Saat Nishchay’ and ‘Saat Nishchay 2’, it has now been decided to implement ‘Saat Nishchay 3’ programmes to include Bihar among the most developed states.”
After providing financial assistance of Rs 10,000 to women for self-employment, the government has committed to extending support of up to Rs 2 lakh to help them further expand their businesses. Financial assistance will also be provided to the 94 lakh poor families identified in the 2023 socio-economic survey for self-employment. Local markets will be developed to promote the sale of locally produced goods. The government has also taken steps to create job and employment opportunities for one crore youth over the next five years.
Nitish Kumar said that efforts would be made to rapidly develop industries in the state, transform Bihar into a new technology hub of eastern India, develop it as a world-class workplace, and encourage reputed entrepreneurs and talented youth to set up industries within the state.
He added, “Industrial areas are being developed in all districts to facilitate the establishment of industries. We have set a target of ensuring at least Rs50 lakh crore in private investment over the next five years. It has also been decided that nine closed sugar mills will be restarted in a phased manner, and 25 new sugar mills will be established.”
The Chief Minister also stated that to increase farmers’ income, work under the Fourth Agriculture Road Map (2024–2029) will be further accelerated.
“To strengthen advanced education, a separate Higher Education Department has been constituted. The state’s old and prestigious educational institutions will be developed as Centres of Excellence, and a new Education City will also be built,” he added.
To ensure accessible healthcare, the government has decided to develop primary health centres as specialty hospitals and upgrade district hospitals into super specialty hospitals. Public-Private Partnership (PPP) will be encouraged for the establishment of new medical colleges and hospitals to improve education and healthcare services.
