Chhattisgarh has emerged as one of India’s foremost business reform destinations, earning the title of Top Achiever across all four categories of the Business Reform Action Plan (BRAP), as released by the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India.

The honour, announced during the Udyog Samagam held in New Delhi, marks a remarkable turnaround for Chhattisgarh, a state that, just three years ago, ranked among the lowest in the national BRAP assessment. Today, it stands alongside India’s most industrially advanced states, such as Gujarat, Maharashtra, and Tamil Nadu, underscoring its transformation into a dynamic hub of economic growth and regulatory reform.

According to DPIIT, Chhattisgarh has successfully implemented 434 reforms under BRAP, reflecting its sustained efforts to enhance the ease of doing business and ease of living. Among its landmark achievements is the enactment of the Jan Vishwas Act, through which the state became the second in India to decriminalise minor business offences, a move designed to promote compliance through trust and transparency.

The state also pioneered automatic mutation of land records, becoming the first in India to introduce this system. The reform eliminates the need for manual applications, ensuring instant ownership transfer upon registration, a major step towards administrative efficiency and investor convenience.

Other notable reforms include permitting 24×7 operation of shops and establishments, extending factory licence validity from 10 to 15 years with auto-renewal, increasing Floor Area Ratio (FAR) for flatted industries, and reducing setback norms to optimise industrial land use. Together, these measures have laid the foundation for a transparent, technology-driven, and investor-friendly environment.

In recognition of these achievements, State Commerce and Industries Minister Lakhan Lal Dewangan and Investment Commissioner Ritu Sain (IAS) were felicitated by Union Minister for Commerce and Industry Piyush Goyal for Chhattisgarh’s exemplary performance and reform-oriented governance.

With this achievement, Chhattisgarh has firmly positioned itself among India’s top-performing states, driving growth, expanding opportunities, and shaping a progressive economic future built on innovation, inclusivity, and good governance.
