The Ministry of Parliamentary Affairs (MoPA) has announced the successful conclusion of its participation in the nationwide Special Campaign 5.0 for Swachhata and Disposal of Pending Matters, conducted from October 2nd to 31st, 2025. With a focused, month-long drive characterized by efficiency, cleanliness, and digital transformation, the Ministry achieved complete fulfillment of all its targets, showcasing its commitment to transparency and sustainable governance.

The Special Campaign 5.0, steered by the Department of Administrative Reforms and Public Grievances (DARPG), was a government-wide initiative aimed at institutionalizing the spirit of Swachhata (cleanliness) in government functioning and minimizing pendencies across all Ministries and Departments.

MoPA viewed the campaign as a critical opportunity to reaffirm its commitment to good governance and sustainability. The campaign’s dual focus on clean physical workspaces and clean governance systems translated into tangible, measurable progress. During the preparatory phase (September 15th-30th, 2025), the Ministry meticulously identified pending matters, outdated records, and e-waste, which set the stage for the intensive implementation phase in October.

The sustained efforts of MoPA officials led to several major achievements, including 100 percent clearance of all pending references and files and the conduction of comprehensive cleanliness drives across all office sections. The campaign also completed full disposal of obsolete materials and e-waste in compliance with environmental norms.

Crucially, the Ministry significantly enhanced its reliance on digital tools to advance the transition toward paperless governance. Digital platforms leveraged include e-Office, e-HRMS, Consultative Committee Management System, and the National e-Vidhan Application (NeVA).

“The complete clearance of all pending matters and the seamless transition toward a more paperless environment under Special Campaign 5.0 underscores our dedication to a ‘Swachh, Smart, and Citizen-Centric Administration,’” stated a senior MoPA official.

“By integrating digitization and meticulous record management into our daily operations, we are not just cleaning files; we are fortifying the foundation of good governance for the long term. Our showcase of NeVA demonstrates the massive potential for transparency and sustainability in state legislatures, saving crores annually and protecting lakhs of trees,” the MoPA official added.

To ensure wide visibility and public engagement, MoPA maintained a robust presence on social media, using hashtags like #SpecialCampaign5.0 and #SHS2025.
