The pan-India Special Intensive Revision (SIR) of the voters list exercise commenced on Tuesday in 12 states and three Union Territories.

The move comes two days ahead of the Bihar Assembly Election phase 1 — Bihar is where the first phase of SIR was conducted, leading to the deletion of 68 lakh names from the electoral rolls after verification.

The SIR exercise in the second phase will cover close to 51 crore voters in Tamil Nadu, West Bengal, Kerala, Uttar Pradesh, Madhya Pradesh, Rajasthan, Chhattisgarh, Goa, Gujarat, Puducherry, Andaman and Nicobar Islands, and Lakshadweep.

Under SIR 2.0, the enumeration process begins today and will continue until December 4. The Election Commission is scheduled to release the draft electoral rolls on December 9, with the final rolls set to be published on February 7, 2026.

Citizens can file claims and objections between December 9 and January 8, with subsequent hearings and verifications to be completed by January 31, 2026.

Booth-Level Officers (BLOs) will visit every household three times. To address the issue of migrated voters, people can now submit their enumeration forms online, the Election Commission said.

The Chief Election Commissioner asserted that the SIR will ensure no eligible elector is left out and no ineligible elector is included in poll rolls.

As per CEC Gyanesh Kumar, the schedule of phase 2 of SIR (Special Intensive Revision) is as follows:-
Printing/Training – 28th Oct to 3rd Nov 2025
House to House Enumeration Phase – 4th Nov to 4th Dec 2025
Publication of Draft Electoral Rolls – 9th Dec 2025
Claims & Objection Period – 9th Dec 2025 to 8th Jan 2026
Notice Phase (Hearing & Verification) – 9th Dec 2025 to 31st Jan 2026
Publication of Final Electoral Rolls – 7th Feb 2026
