On Monday, three newly appointed ministers took their oath of office outside the ruins of the presidential office building. President Ramchandra Paudel administered the oath in the presence of Prime Minister Sushila Karki.
The unusual location came after earlier unrest during the Gen Z movement, which had damaged the Shital Niwas residence, leaving it unsuitable for official ceremonies.

Last Friday, Prime Minister Karki had taken her own oath inside the presidential residence due to safety concerns. This time, organizers set up arrangements outside the old, ruined office, including temporary shelters, to conduct the ministerial oath program.

A range of government officials and heads of diplomatic missions were also present to witness the ceremony. The three ministers who took their oaths today are Rameshore Prasad Khanal as Finance Minister, Kulman Ghising as Minister of Energy, Physical Planning and Urban Development, and Om Prakash Aryal as Minister of Home and Law. Ghising has been assigned three portfolios, while Aryal will manage two ministries.
Earlier, late at night, tensions had flared outside the Prime Minister’s official residence in Baluwatar. A group led by Sudan Gurung staged a protest demanding Prime Minister Karki’s resignation, showing their dissatisfaction over the cabinet reshuffle.
The protesters, mostly young members of Gurung’s ‘Hami Nepal’ group, gathered at the residence gates around midnight. They held placards and shouted slogans such as “Prime Minister resign” and “Don’t play politics over the dead,” criticizing Karki for ignoring public opinion in selecting ministers.
Rameshore Prasad Khanal, a senior civil servant and economist, has previously served in top government positions and will now oversee the country’s finance affairs. Kulman Ghising, former head of the Nepal Electricity Authority, is going to lead energy and urban development initiatives with a focus on infrastructure. Om Prakash Aryal, known for his legal advisory work with Kathmandu’s mayor, will handle internal security and legal matters.
