The bills apply to the Prime Minister, Chief Ministers, and Ministers in States and Union Territories.

Removed ministers can be reappointed upon release from custody.

The government aims to uphold constitutional morality and good governance by ensuring that ministers facing serious allegations are held accountable. The bills seek to amend Articles 75, 164, and 239AA of the Constitution to provide a legal framework for the removal of ministers in such cases.

After the introduction, the bills will be referred to a Joint Committee of both Houses for further examination and deliberation.
