The far-right leader has faced international condemnation for presiding over huge fires and rising deforestation in the Amazon -- criticism he took issue with in a speech to a video conference of countries that share the world's biggest rainforest.
Bolsonaro said that Brazil's "Amazon is bigger than all of Western Europe" and that more than 60 per cent of it is "preserved," and thus his government "does not accept" the idea that any other country can tell Brazil what it should do to conserve the biomass.
The developments took place during a meeting between Brazilian Foreign Minister Ernesto Araujo and US Secretary of State Mike Pompeo.
The pact will also increase cooperation on fighting causes of deforestation, including illegal mining and forest clearing for agriculture and drug trafficking.
"The reason for this call is related to the importance of the Amazon, not only for the Amazon countries and for the region, but for the entire world," Trujillo said.
The far-right president cited medical reasons for the absence, saying that doctors barred him from travelling on the eve of a surgery scheduled for next week. Doctors have also said Bolsonaro would need 10 days of rest following the operation.
