The Election Commission of India (ECI) has issued notices to approximately 1.04 crore voters whose names were in the draft electoral roll published on January 6, 2026 but have not provided details related to the electoral roll of the Special Summary Revision-2003.

Hearings are being conducted for these voters on the scheduled dates. In addition, notices have also been issued to approximately 2.22 crore voters due to logical discrepancies, and hearings are being conducted for them as well, informed Uttar Pradesh Chief Electoral Officer( CEO) Navdeep Rinwa here on Sunday .

The CEO held a review meeting via video conferencing with all Roll Observers/Divisional Commissioners, District Election Officers, Additional District Election Officers, Chief Development Officers, Deputy District Election Officers, and Electoral Registration Officers on the hearings on notices issued under the Special Summary Revision-2026 of the electoral rolls for Assembly constituencies, based on the qualifying date of January 1, 2026.

He instructed that voter help desks be established at all hearing locations, staffed by personnel well-versed in the Special Summary Revision-2026 process, who will address the queries of voters attending the hearings and provide them with necessary assistance. The help desk should be located in a prominent place easily visible to those attending the hearings.

” A banner displaying “Help Desk” should also be placed at the desk. The toll-free numbers of the district and state-level contact centers should be displayed at the help desk. Furthermore, the telephone lines of the District Call Centers established at the district level should be kept fully functional. Staff familiar with robust review processes should be deployed at the call centers so that complaints received from the public via telephone on the helpline number can be resolved promptly,” CEO said.

The Chief Electoral Officer instructed all Electoral Registration Officers and Assistant Electoral Registration Officers to conduct hearings on the issued notices promptly and smoothly. All officers should be present at the designated time on the day of the hearing and treat the voters who appear for the hearing with courtesy and provide them with full cooperation. Hearing dates should be scheduled in such a way that voters have sufficient time to appear on the appointed date after receiving the notice from the BLO (Booth Level Officer).

Additionally, the availability of basic facilities for voters at the hearing locations, such as chairs for seating, adequate drinking water, and clean toilets, should be ensured. Notices should not be issued to too many people at once to avoid overcrowding.

In cases of notices related to logical discrepancies, to facilitate voters and simplify the hearing process, instructions were given that the BLO, after delivering the notice to the voter or their family member, must compulsorily upload the received documents, attendance details, and photo to their BLO app.

He instructed all Roll Observers and District Election Officers to conduct surprise inspections of the selected hearing locations and review the hearing process and the basic arrangements made for the voters. Wherever any shortcomings are found, they should be rectified promptly.
