Union Budget 2026: FM Sitharaman proposes Biopharma SHAKTI with Rs 10,000 crore outlay
In the Union Budget 2026, Union Finance Minister Nirmala Sitharaman proposed ‘Biopharma SHAKTI’ to develop India as a global bio-pharma manufacturing hub. It will have an outlay of Rs 10,000 crores over the next five years.

In the Union Budget 2026, Union Finance Minister Nirmala Sitharaman proposed ‘Biopharma SHAKTI’ to develop India as a global bio-pharma manufacturing hub. It will have an outlay of Rs 10,000 crores over the next five years. The Finance Minister stressed that this will help in building an ecosystem for domestic production of biologics and biosimilars.
What does Biopharma SHAKTI mean?
SHAKTI stands for Strategy for Healthcare Advancement through Knowledge, Technology & Innovation. The proposal says that Biopharma SHAKTI will allow building an ecosystem for domestic production of biologics and biosimilars. It will include a Biopharma-focused network with three new National Institutes of Pharmaceutical Education and Research and upgrading seven existing ones. It will be dedicated to create network of over 1000 accredited Indian Clinical Trials sites.

Nirmala Sitharaman said, “Scaling up manufacturing in seven strategic and frontier sectors: Biopharma Shakti, meaning a biopharma strategy for health advancement through knowledge, technology, and innovation. India’s disease burden is observed to be shifting towards non-communicable diseases like diabetes, cancer, and autoimmune disorders…”

She criticised “fear-mongering” by sections that quickly project negative narratives about the economy during periods of global uncertainty. According to the Finance Minister, such reactions undermine the achievements of Indians and create unnecessary anxiety.
Union Finance Minister Nirmala Sitharaman, who released the manifesto, said it is not just a list of promises but a plan built on governance experience. She highlighted Assam’s economic progress over the past decade, noting that the state’s GDP has more than tripled and per capita income has seen significant growth.
The Bill, originally introduced on August 12, 2025, seeks to amend the Insolvency and Bankruptcy Code, 2016, which established a unified and time-bound mechanism to resolve insolvency across companies, partnership firms, and individuals.
