Rajya Sabha Deputy Chairman Harivansh Narayan Singh Tuesday, expressed strong disapproval over the Opposition’s repeated disruptions in the House, emphasising the need to maintain parliamentary dignity and decorum. His observation comes after Leader of Opposition in the Upper House Mallikarjun Kharge wrote a letter to the Chair, alleging that CISF personnel were deployed to stifle democratic protests in the House.
Making his observation in the House of Elders, the Deputy Chairman highlighted several instances of disruptions, including members entering the well of the House and shouting slogans, disturbing ministers, and obstructing proceedings.

He cited specific rule violations, including Rule 235 and Rule 238, and noted that these disruptions have resulted in significant time loss, with 41 hours and 11 minutes wasted.
The Deputy Chairman emphasised the sanctity of the well of the House and the need for members to respect parliamentary traditions and rules.
He urged the Leader of the Opposition to advise his party members to refrain from disruptions and ensure the smooth functioning of the House.
“Are we not abdicating our responsibilities as members of Parliament? Is it not a disservice to the people whom we represent?”
“Parliament does set some kind of an example to the rest of the country. As we behave here to each other, towards our work, towards the general public, so to some extent, others will behave elsewhere…”
The Monsoon Session of Parliament, which began on July 21, has been marred by disruptions and heated exchanges between the Opposition and the government. The session is scheduled to run until August 21.
