J&K Police bust inter-state, transnational terror module linked to JeM, AGuH; 3,000 kg IED-making material seized

Jammu and Kashmir Police said on Monday that they have dismantled an inter-state and transnational terror module linked to banned outfits Jaish-e-Mohammad (JeM) and Ansar Ghazwat-ul-Hind (AGuH).
A police press note said coordinated searches were carried out across Jammu & Kashmir, Haryana (Faridabad), and Uttar Pradesh (Saharanpur), leading to the arrest of key operatives and the seizure of around 360 kg of suspected ammonium nitrate, along with timers, batteries, a Kalashnikov assault rifle with three magazines and 83 live rounds, a pistol with eight live rounds, and other incriminating material.
In addition, nearly 3,000 kg of IED-making material – explosives, chemicals, inflammable material, electronic circuits, batteries, wires, remote control, timers, etc. were also seized.
Earlier on October 19, 2025, police had registered an FIR at Police Station, Nowgam under the UAPA, Explosive Substances Act, Arms Act and relevant BNS sections after multiple JeM posters threatening security forces were found in Bunpora Nowgam, Srinagar.
The investigation, police said, uncovered a wide network that stretched across state borders and had alleged cross-border links.
Police reveal identities of suspects arrested in the case
Authorities said seven people have been arrested so far; they are named in the press release as: Arif Nisar Dar (@ Sahil), Nowgam, Srinagar; Yasir-ul-Ashraf, Nowgam, Srinagar; Maqsood Ahmad Dar (@ Shahid), Nowgam, Srinagar; Molvi Irfan Ahmad, Imam of a mosque, Shopian; Zameer Ahmad Ahanger (@ Mutlasha), Wakura, Ganderbal; Dr. Muzammil Ahmad Ganaie (@ Musaib), Koil, Pulwama; Dr. Adeel, Wanpora, Kulgam.
Media reports separately identified a Kashmiri doctor, named as Dr. Muzammil Shakil, a student of Al Falah Medical College, who was arrested in Faridabad; police said he had rented a house in Dhauj about three months ago.
After interrogation, investigators recovered the hidden material from that location. Police sources said searches are ongoing and additional suspects have been identified and are being traced.
Faridabad Police Commissioner Satender Kumar Gupta clarified that the operation was conducted jointly by the J&K Police and the Intelligence Bureau, with assistance from the local police. “It’s not RDX, as reported initially, but ammonium nitrate,” Gupta said, adding that the recovered material has been sent for forensic examination.
A senior J&K police officer described the recovery as “a breakthrough that may have averted a catastrophic terror attack.” Multiple central and state agencies are assisting the probe, and the National Investigation Agency (NIA) is expected to join the investigation.
Nature of the module
According to the J&K police press note, the probe uncovered what investigators call a “white-collar terror ecosystem” involving radicalised professionals and students who allegedly operated through encrypted communication channels for indoctrination, coordination, fund transfers, and logistics.
Funds, the police said, were raised through professional and academic networks and sometimes disguised as social or charitable causes.
The arrested group is accused of recruiting and radicalising youth, raising funds, and arranging logistics for the procurement and movement of arms, ammunition, and IED materials, allegedly on direction from foreign handlers based in Pakistan and other countries.
