The Himachal Pradesh government has resolved nearly four lakh pending revenue cases through Lok Revenue Adalats held at the Sub Tehsil and Tehsil levels.

A state government spokesperson informed here on Sunday that from October 2023 to June 2025, the department has processed 3,33,892 mutations, 20,369 partitions, 36,164 demarcations, and 9,435 corrections in revenue records.

These efforts have provided major relief to landowners and reduced the backlog of cases, he added.

Upholding the vision of the state government headed by Chief Minister SukhvinderSinghSukhu, the department is embracing digital solutions to make revenue-related services more citizen-friendly, he said, adding that as of now, 90 per cent of village maps have been uploaded on the Bhu-Naksha portal. Unique identification numbers, or Bhu-Aadhar, have been generated for 1.19 crore Khasra numbers out of the total 1.44 crore in the state, he added.

He further said that the state government has implemented significant reforms in the Revenue Department aimed at delivering transparent, accessible, and efficient services to citizens across the state.

To improve integration and transparency, 71 per cent of land accounts (Khatas) have been linked with Aadhaar numbers, while Aadhaar seeding of 30 percent of landowners has been completed, he stated.

The chief minister has directed the department to fully digitize the filing and management of revenue court cases as well as the mutation process, said the spokesperson.

“To further streamline proceedings, the government has amended the Himachal Pradesh Land Revenue Act, 1954, allowing competent revenue officers to issue e-summons. Summons can now be served through email or WhatsApp, reducing procedural delays and ensuring timely disposal of cases,” said the spokesperson.

The government has also launched a paperless land registry system called ‘My Deed.’ Under this initiative, citizens can apply online for registration and are required to visit the Tehsil office only once, he informed, stating that a time slot is provided, and the process is completed in a single visit, enhancing efficiency and saving time.

The Jamabandi format in Hindi has been simplified by removing traditional Urdu and Farsi terminology, making it easier for the general public to understand, he said. “Another major step toward e-governance is the introduction of e-Rojnamcha, which enables Patwaris to digitally record daily entries. This also helps Tehsildars monitor field staff more effectively. The online mutation register is being linked with this system to improve tracking and transparency,” he added.

The department is also working on creating a digitally signed Jamabandi module, eliminating the need for physical visits to Patwarkhanas for obtaining land records or ‘fard’ and an online mutation module is also being developed to reduce the time taken for mutation registration and link it directly with Jamabandi records, he maintained.

These digital initiatives aim to reduce the number of visits citizens have to make to government offices, ensure timely resolution of grievances, and bring more accountability into the system, said the spokesperson.
