India-Japan adopt security pact, elevate defence cooperation

India and Japan adopted a joint declaration on security cooperation, marking a new stage in their special strategic and global partnership, said a statement by the Prime Minister’s Office on Friday.

The declaration underscores the two nations’ role in ensuring a free, open, and rules-based Indo-Pacific, added the statement.

The statement further stated that, as per the declaration, both countries strive to contribute to each other’s defence capabilities and readiness by promoting interoperability and synergy between their defence forces.

Advance their shared maritime security goals and promote naval and coast guard cooperation for a peaceful maritime environment in the Indo-Pacific region, the declaration noted.

Both countries declare to promote and facilitate technological and industrial collaboration between their government entities and private sector stakeholders for resilience in sectors critical to national security, the statement said.

Find additional opportunities to contemporize their security cooperation against salient traditional and non-traditional threats and to respond to the challenges and opportunities posed by new, critical, and emerging technologies.

Promote common regional and global security objectives and coordinate policies and positions in relevant multilateral and plurilateral groups.

Supplement and reinforce the existing architecture of bilateral consultations and exchanges, through the Ministerial 2+2 meeting of the Foreign and Defense Ministers of the two sides and various official security dialogues with assorted mechanisms.

Prime Minister Narendra Modi paid a visit to Japan on August 29-30, 2025, at the invitation of Japanese Prime Minister Ishiba Shigeru for the 15th India-Japan Annual Summit. Both leaders held wide-ranging talks in Tokyo, recalling the civilizational ties and shared values that underpin the partnership.

They reviewed progress in defence, security, trade, technology and cultural exchanges, while adopting a Joint Vision for the Next Decade, a Joint Declaration on Security Cooperation and an Action Plan on Human Resource Exchange to strengthen strategic ties. A key highlight was the new target of 10 trillion yen Japanese private investment into India over the next decade, alongside expanded cooperation in clean energy, digital technology, AI, critical minerals and startups.
