Leader of the Opposition in the Kerala Legislative Assembly, V D Satheesan, on Saturday strongly opposed the Union Government’s proposed Foreign Contribution (Regulation) Amendment Bill, 2026, describing it as a “draconian” measure aimed at targeting minorities and civil society.
Satheesan issued a sharp rebuke of the proposed amendment, terming it a repressive policy that unfairly focuses on non-governmental organisations and minority communities.

“It is an oppressive legislative move designed to intimidate non-governmental organisations and minority communities,” he said.
He questioned the intent of the Centre, alleging that the move reflects a bias against minority groups. Satheesan further claimed that the proposed law is aimed at enabling the government to seize the assets of organisations working in the charitable sector.
“This amendment empowers the central government to seize the assets of such organisations if their licences are not renewed or are delayed,” he said.
Describing the bill as a blatant encroachment on the rights of minorities, and likening it to “bulldozer actions” that have demolished homes, he warned that its passage could lead to increased targeting of minority communities.
“The UDF demands that the central government withdraw this amendment bill,” he added.
