The Election Commission of India (ECI) on Sunday announced the deployment of 470 Central Observers for the upcoming general election to the Legislative Assembly of Bihar, as well as for by-elections in several states.
According to the poll panel press note, the contingent comprises 320 Indian Administrative Service (IAS) officers, 60 Indian Police Service (IPS) officers, and 90 officers from the Indian Revenue Service (IRS), Indian Railway Accounts Service (IRAS), and Indian Civil Accounts Service (ICAS).

The deployed observers include General Observers, Police Observers, and Expenditure Observers, who will work under the superintendence and control of the ECI. Their primary responsibility is to monitor the electoral process, identify areas for improvement, and provide concrete recommendations to ensure free and fair polls.

By-elections are scheduled to take place in several states, including Jammu & Kashmir (Budgam & Nagrota constituencies), Rajasthan (Anta), Jharkhand (Ghatsila), Telangana (Jubilee Hills), Punjab (Tarn Taran), Mizoram (Dampa), and Odisha (Nuapada).
The ECI’s decision to deploy Central Observers is aimed at maintaining the integrity of the electoral process and upholding the trust of citizens in the democratic system. A delegation led by Chief Election Commissioner Gyanesh Kumar will visit Bihar on October 4-5 to review the state’s preparedness for the assembly elections.
