As many as 43 legislative delegates from 17 countries held discussions with Rajasthan legislators at the state assembly on Saturday, exchanging views on the nuances of legislative drafting and its effective application in framing laws.

The delegates—comprising elected representatives and legislative officials—were visiting the Rajasthan Assembly as part of the 37th International Legislative Drafting (Orientation) Programme organised by the Lok Sabha.

The programme is being conducted by the Parliamentary Research and Training Institute for Democracy under the Ministry of External Affairs’ Indian Technical and Economic Cooperation (ITEC) scheme.

Participants from countries including Bangladesh, Sri Lanka, Bhutan, Kenya, Ghana, Tanzania, and Zambia, among others, took part in the interaction.

Speaking on the occasion, Rajasthan Assembly Speaker Vasudev Devnani expressed satisfaction over hosting the interaction during the Diamond Jubilee year of the Assembly. He said the state legislature has earned recognition for disciplined functioning, adherence to procedures, and responsiveness to public needs.

Devnani outlined the legislative process, noting that a Bill passes through stages such as introduction, debate, committee-level scrutiny, amendments, and final passage through voting in the House.

He emphasised that legislation should be drafted in a simple and clear manner so that it is easily understood by the public and stands up to judicial scrutiny.

The interaction was also attended by Leader of the Opposition Tikaram Jully, Government Chief Whip Jogeshwar Garg, Opposition Chief Whip Rafeek Khan, and MLAs including Gopal Sharma, Chandrabhan Singh Akya, Kailash Verma, Gurveer Singh, and Shikha Meel Barala.

The programme aims to enhance understanding of legislative drafting practices and promote knowledge exchange among participating countries.
