Bihar Finance Minister Bijendra Prasad Yadav on Wednesday presented the second Supplementary Budget for 2025-26, outlining additional expenditure of approximately Rs91,717 crore in the Assembly.

The financial proposal places its biggest emphasis on welfare-oriented initiatives, with the largest allocations earmarked for the “Mukhyamantri Mahila Rozgar Yojana” (Chief Minister’s Women’s Employment Scheme ) and the free electricity scheme, signalling the government’s continued focus on social support and economic empowerment of women.

According to the proposal, the Bihar government will spend Rs 21,000 crore on the Chief Minister’s Women’s Employment Scheme and Rs 6,462 crore on the Free Electricity Scheme.

As usual, a major portion of the budget has been allocated to women-centric schemes introduced by Chief Minister Nitish Kumar. Apart from Rs 21,000 crore allocation for the Chief Minister’s Women’s Employment Scheme, the government has allocated Rs 750 crore for the Girls’ Graduation Incentive Scheme, Rs 314 crore for the Laxmibai Social Security Pension Scheme, and Rs 288 crore for the Girls’ Intermediate Incentive Scheme.

The proposed supplementary budget also includes allocations of Rs1,885 crore for the Chief Minister’s Old Age Pension Scheme.

In addition, Rs 389 crore will be spent on the Patna Metro Rail Project, while Rs 500 crore has been allocated for the construction of four airports in the state including Gaya, Bhagalpur, Darbhanga, and Saharsa. The Bihar government will spend Rs 861 crore this financial year on road construction, and Rs550 crore for land acquisition for urban development.
