After the investigation is over, the fifth and final step will kick in, under which those who are accused will be identified and legal action will be taken against them.

The traggic incident took place near the Brace Bridge in the Taratala area on Wednesday, close to the bus depot.
The five-storey steel-framed structure, being built over the past one-and-a-half years on land leased from the Kolkata Port Trust to a leading tea manufacturing company, had been swaying unusually for hours before the incident.
Workers and residents had noticed some flaws in a section of the structure. When several workers gathered beneath the affected portion around noon to inspect the problem, the structure suddenly gave way and came crashing down, trapping several workers under the debris.
As per police sources, around 40 and 50 labourers were working inside the structure at the time of the incident.
