In a major security lapse, a 20-year-old ‘mentally unstable’ man was booked for allegedly trying to scale the wall of Parliament here Friday morning. He, however, was intercepted by security personnel and handed over to Delhi police.

According to officials, the man has been identified as Ram Kumar Bind, a native of Uttar Pradesh’s Bhadohi. He attempted to enter Parliament from Rail Bhawan side.

“On Friday, around 5:50 am, Bind was attempting to scale the boundary wall of Parliament, but was promptly intercepted by the Central Industrial Security Force (CISF). He was later handed over to Delhi Police officers. An FIR has been lodged against him,” Devesh Mahla, Deputy Commissioner of Police (Central), said.

“He appears to be mentally incoherent. Further questioning and verification process is ongoing by our team,” he added.

Earlier in the day, at around 5 am, CISF personnel stationed at IG-3 Gate noticed an individual approaching the Sansad Chowk Circle, and asked him to leave the area.

Shortly thereafter, he was spotted again near Morcha-8 on Red Cross Road, where he was immediately intercepted and moved away by the alert staff, who then informed Parliament security personnel.

“Subsequently, the accused tried to climb the wall using Delhi Police barricades that were placed near the Red Cross Road at IG-2 Gate. However, CISF armed personnel from IG-2 and IG-3 swiftly intervened and apprehended him,” said a security official wishing anonymity.

Preliminary inquiry indicates that he had been employed at a factory in Surat and left there three days ago to return to his native place.

Further action, including joint interrogation by the agencies concerned, is being undertaken as per standard procedure.

Police said that they have lodged an FIR against him and were interrogating him.

This is the third such incident of security breach at the Parliament premises. On August 16 last year, a man from Uttar Pradesh had scaled a wall and jumped inside the Parliament Annexe premises. He was released after the police declared him “mentally unwell” and did not find any incriminating evidence for his attempted intrusion.

Meanwhile, on December 13, 2023, on the 22nd anniversary of the 2001 Parliament terror attack, two men in the visitors’ gallery of the new Parliament building released yellow spray hidden in their shoes, triggering chaos in Lok Sabha. The intruders had breached five layers of security to enter the House. Meanwhile, two of their accomplices were detained by the security personnel while staging a protest outside Parliament.
