Stating that speeches in the House are often delivered more for political gain outside than for meaningful debate, which affects the quality of discussions, Union Minister of Parliamentary Affairs Kiren Rijiju said in such times, the morals, integrity, and democratic values exemplified by Charti Lal Goel, the first Speaker of the Delhi Legislative Assembly, stand as a guiding light and should inspire the leaders of our time.
Rijiju was addressing a gathering on the 98th birth anniversary of the first Speaker of the Delhi Legislative Assembly, here on Monday. Recalling Goel’s journey from humble beginnings, he lauded his integrity, simplicity, and principled decision to voluntarily step away from electoral politics, calling it a rare example in today’s political landscape. “Remembering such leaders is not just a formality,” he emphasised, “but an opportunity to renew our dedication to public service, social welfare, and participatory governance.”

Union Minister of State for Corporate Affairs Harsh Malhotra recalled his interactions with the former Delhi Assembly Speaker, describing him as a leader who listened to people like a guardian and understood the pulse of Delhi.
In her address, Delhi Chief Minister Rekha Gupta paid a heartfelt tribute to Goel, recalling his exemplary character, dignified conduct, and inspiring legacy as the first Speaker of the Delhi Legislative Assembly.
Emphasising the need to restore the spirit of civility, mutual respect, and constructive dialogue that once characterised legislative functioning, she urged both ruling and Opposition members to work together beyond party lines for the greater good. “We must conduct ourselves in a manner that earns respect even from our political opponents, just as Shri Goel did,” she said, adding that such values are essential to strengthening democracy and leaving behind a legacy future generations will cherish.
“Remembering the first Speaker of the Delhi Legislative Assembly is not just a formality — it is an opportunity to reaffirm our commitment to public service, social welfare, and participatory governance,” said Speaker Shri Vijender Gupta while addressing the gathering. “His clean image, simplicity, and commitment to democratic values remain a guiding light for all of us,” he said, urging legislators to draw inspiration from Goel’s legacy and work towards restoring a culture of meaningful debate, respect, and cooperation in the House.
A special commemorative booklet on Late Charti Lal Goel, the first Speaker of the Delhi Legislative Assembly, chronicling his inspiring life journey, was released during the 98th Birth Anniversary Commemoration Ceremony.
