Halwa ceremony marks final lock-in before Budget day

On January 27, the traditional Halwa ceremony was held at the Budget Press in North Block, signalling the last stage of preparation for the Union Budget.

Senior officials involved in drafting the Budget attended the ceremony along with Finance Minister Nirmala Sitharaman and State Minister Pankaj Chaudhary.

The ritual marks the start of the ‘lock-in’ period. Once it begins, officials working on the Budget remain cut off from the outside world to maintain strict confidentiality until the Budget is presented in Parliament.

During her visit, the Finance Minister reviewed final arrangements at the Budget Press and extended her best wishes to the team.

How and where to access Budget 2026 documents

The government has confirmed that all Union Budget documents will be released in digital format once the Finance Minister completes her speech on February 1.

These include:

  • The Annual Financial Statement (Budget)
  • Demand for Grants
  • The Finance Bill

“All Union Budget documents, including the Annual Financial Statement (commonly known as Budget), Demand for Grants (DG), Finance Bill, will also be available on the ‘Union Budget Mobile App’ for hassle-free access of Budget documents by Members of Parliament (MPs) and the general public in a digital accessible mode,” the Ministry of Finance said in a statement.

The documents will be available through:

  • The Union Budget Mobile App (English and Hindi)
  • Android and iOS platforms
  • The official website indiabudget.gov.in

“The Budget documents will be available on the Mobile App and the website after the completion of the Budget Speech by the Union Finance Minister in Parliament on February 1,” the ministry added.

As the presentation date approaches, market participants are closely tracking what the Budget may signal for India’s fiscal path.

According to a report cited by news agency IANS, investors are expected to focus on debt metrics, fiscal deficit outcomes, and government borrowing plans for the next financial year.

The Economic Survey 2025–26 has projected growth of 6.8–7.2 per cent in FY27, lower than this year’s 7.4 per cent but still above market expectations.

The Survey flagged geopolitical risks and global uncertainty as key challenges, while stressing the need to strengthen domestic fundamentals to absorb potential external shocks.

Bond supply and maturity management will also remain in focus.
