The Delhi government has sought ₹100 crore as the first tranche of funding from the Centre to fast-track the implementation of the revised Pradhan Mantri Unauthorised Colonies in Delhi Awas Adhikar Yojana (PM-UDAY), officials said on Sunday.

In a letter to Union Housing and Urban Affairs Minister Manohar Lal Khattar, Delhi Chief Minister Rekha Gupta requested the Centre to release the first instalment for the scheme aimed at granting property rights to residents of the city’s 1,511 unauthorised colonies. The funds will be used for physical verification, digital mapping and updating of land records.

The Chief Minister’s Office (CMO) said the revised regulations, notified on April 6, 2026, have provided a new legal framework for granting property rights to residents of unauthorised colonies. The scheme will regularise these colonies on an “as-is-where-is” basis, a move that Gupta said would make the process of securing property rights simpler and more effective for lakhs of residents.

Under the revised framework, the Revenue Department of the Delhi government has been designated as the nodal agency for implementing the PM-UDAY scheme. PM-UDAY cells will be established in all 13 districts of Delhi, each headed by an Additional District Magistrate (ADM). According to CMO officials, in the first phase during 2026-27, these cells will issue property-related documents and authorisation letters within a stipulated time frame of 45 minutes.

Of the proposed budget, the largest share—₹65 crore—has been earmarked for developing a modern land survey and mapping system under the DRISHTI project. Another ₹25 crore has been allocated for establishing PM-UDAY cells across Delhi’s 13 districts and at the headquarters.

The government has also proposed allocating ₹10 crore for public awareness and outreach activities. These include organising workshops with Resident Welfare Associations (RWAs), setting up help desks, disseminating information on the Standard Operating Procedures (SOPs), explaining the role of ADMs, providing details on important eligibility-related dates, and creating awareness about the scheme through single-window camps.
