With Karnataka set for a leadership transition on June 3, Chief Minister-designate D K Shivakumar and caretaker Chief Minister Siddaramaiah spent Monday in New Delhi engaged in crucial consultations with the Congress high command as the party moved to finalize the contours of a new government that could reshape the political balance within the state unit.
The high-level meetings, involving senior Congress leaders and consultations with Leader of Opposition in the Lok Sabha Rahul Gandhi and party President Mallikarjun Kharge, focused on cabinet formation, portfolio allocation, organizational restructuring and inducting fresh faces into the ministry. The discussions marked the beginning of a new chapter for the Karnataka Congress after the party formally settled the long-running question of succession by unanimously electing Shivakumar as leader of the Congress Legislature Party (CLP).
Arriving in the national capital, Shivakumar struck an optimistic note and sought to underline the significance of the transition. “My good wishes to Karnataka. The people of Karnataka had been waiting for a long time,” he told reporters.

While the transfer of power from Siddaramaiah to Shivakumar has so far unfolded smoothly, political observers view the cabinet formation exercise as the first major test of the new arrangement. Both leaders command significant influence within the party and are understood to be keen on ensuring adequate representation for their respective loyalists in the new council of ministers.
According to party sources, the Congress leadership is considering a blend of experienced administrators and younger legislators to balance continuity with renewal. Several ministers who served in the Siddaramaiah government are expected to retain prominence, though indications suggest that not all members of the outgoing cabinet may find a place in the new ministry.
Among senior leaders whose names reportedly continue to figure prominently in discussions are G Parameshwara, H K Patil, K H Muniyappa, M B Patil, Eshwar Khandre, Ramalinga Reddy, Priyank Kharge, Krishna Byre Gowda, Santosh Lad, Zameer Ahmed Khan, K Venkatesh, Shivaraj Tangadagi and H C Mahadevappa. At the same time, speculation is growing around the possible induction of new faces such as A S Ponnanna, Saleem Ahmed, U T Khader, N A Haris, B.K. Hariprasad, T B Jayachandra, Basavaraj Rayareddy and Puttaranga.
The composition of the ministry is expected to reveal how the Congress leadership intends to balance regional, caste and factional considerations while preparing for future electoral challenges. Sources indicate that around 15 to 20 ministers could be sworn in alongside Shivakumar during the oath-taking ceremony at the Glass House of Lok Bhavan in Bengaluru on Wednesday afternoon.
Beyond cabinet berths, the Delhi deliberations are also expected to address broader organizational issues. A new president of the Karnataka Pradesh Congress Committee is likely to be appointed following Shivakumar’s elevation to the chief ministerial post. Discussions have also reportedly touched on the possibility of appointing one or more Deputy Chief Ministers and the proposal floated by Siddaramaiah for a coordination committee aimed at ensuring smoother functioning between the government and the party organization.
Another issue generating political interest is the possible role of Yathindra Siddaramaiah, whose name has surfaced in speculation surrounding ministerial appointments. However, no final decision is believed to have been taken.
The developments emerged days after Shivakumar was unanimously elected CLP leader at a meeting held in Vidhana Soudha, Bengaluru. In a significant gesture of unity, Siddaramaiah himself proposed Shivakumar’s name, with senior leaders including Home Minister G Parameshwara backing the proposal. The unanimous endorsement by Congress legislators effectively ended months of speculation over the timing and nature of Karnataka’s leadership transition.
Shivakumar’s elevation carries particular political significance because he was widely regarded as one of the principal architects of the Congress party’s sweeping victory in the 2023 Karnataka Assembly elections. His organizational skills, combined with Siddaramaiah’s mass appeal, helped the party secure a decisive mandate and return to power after years in opposition.
The transition is also seen as the culmination of a power-sharing understanding worked out by the Congress central leadership following the 2023 victory. Under the arrangement, Siddaramaiah would lead the government during the first half of the term before handing over the reins to Shivakumar midway through the tenure.
As Congress leaders huddle in Delhi to finalize the last details, the focus is no longer on who will lead Karnataka but on how the next government will be structured. The decisions taken over the next two days are expected to determine not only the composition of Shivakumar’s first cabinet but also the internal power equations that will shape the Congress government for the remainder of its term.
