In a first-of-its-kind initiative, Delhi’s Trade and Taxes Department has introduced a lottery system (draw of lots) to assign postings to newly inducted GST officers and inspectors.

Calling it a significant reform, Delhi Chief Minister Rekha Gupta has said the move marks a new benchmark in ensuring fairness in administrative processes. She assured that her government is consistently adopting concrete and innovative measures to make the administration more transparent, accountable, and corruption-free.
Gupta informed that all these officers had been transferred to the department under a service order dated April 23, and a total of 87 GST officers and inspectors were allotted postings across various wards through this system.

The entire exercise was conducted in the department’s conference hall in the presence of all newly-posted officials as well as senior officers, including the Commissioner, Special Commissioner, Joint Commissioner and Assistant Commissioner, a process carried out in a way to eliminate any scope of doubt or bias.

Throwing more light on the process and mechanism, the CM said a specially-designed lottery system was adopted to ensure impartiality, while each officer took out slips personally. Two separate boxes were used, one containing the names of officers and staff, and the other containing the vacant ward numbers. The ward allocation was finalised only after slips were drawn from both boxes, ensuring complete fairness, transparency and equal opportunity.
According to Rekha Gupta, the entire process was videographed from the start to finish to ensure that an official record of every stage could be preserved, thereby enabling verification at any level in the future.

Reiterating her government’s commitment to transparancy, she said Delhi follows a strict ‘zero tolerance’ policy towads corruption. This initiative is a strong step in that direction.

The aim, the CM said, is to ensure that every appointment, posting and administrative decision is rule-based, transparent, and impartial, encouraging honest officers and reinforcing public trust in governance.

Gupta also said that the Delhi government is considering implementing similar transparent and technology-driven systems in other departments in the future to further strengthen good governance. The broader objective, she added, is to position Delhi as a model of transparent and modern administration in the country.
