Cabinet Clears Rs.33,660 Crore BHAVYA Scheme to Drive Manufacturing-Led Growth

In a major step to boost industrial development and manufacturing capacity, the Union Cabinet on Wednesday approved the Bharat Audyogik Vikas Yojna (BHAVYA), with an outlay of Rs 33,660 crore for the development of 100 plug-and-play industrial parks across the country.

In a major step to boost industrial development and manufacturing capacity, the Union Cabinet on Wednesday approved the Bharat Audyogik Vikas Yojna (BHAVYA), with an outlay of Rs 33,660 crore for the development of 100 plug-and-play industrial parks across the country. Announcing the decision, Information and Broadcasting Minister Ashwini Vaishnaw said the initiative would “unlock India’s manufacturing potential and drive the nation’s growth story.”

The BHAVYA scheme is aimed at creating world-class industrial infrastructure that emphasizes efficiency, speed, and investor-friendly reforms. It will be implemented in partnership with state governments and private sector players, building on the success of Industrial Smart Cities developed under the National Industrial Corridor Development Programme framework.

“At the heart of BHAVYA is a commitment to ease of doing business,” Vaishnav said. “From streamlined approvals to single-window systems and investor-friendly reforms led by the states, industries can move from intent to production with certainty and speed.”

Under the scheme, industrial parks ranging from 100 to 1,000 acres will be developed with financial support of up to Rs.1 crore per acre for core infrastructure such as internal roads, underground utilities, drainage systems, ICT networks, and administrative facilities. Additional support will be provided for value-added infrastructure, including ready-built factory sheds, built-to-suit units, testing laboratories, and warehousing, along with social infrastructure such as worker housing and essential amenities. Up to 25% of project costs will also be supported for external connectivity.

Projects will be selected through a challenge mode to ensure that only high-quality, reform-oriented, and investment-ready proposals are taken forward. The parks will be designed as sustainable, future-ready ecosystems aligned with the PM GatiShakti principles, enabling seamless multimodal connectivity and efficient last-mile access. Green energy integration, underground utility corridors, and low-maintenance infrastructure are expected to set new benchmarks in industrial efficiency.

The scheme is expected to generate large-scale employment opportunities across manufacturing, logistics, and services while attracting substantial domestic and foreign investment. It will be rolled out across all states and union territories, promoting balanced regional industrialization and strengthening domestic supply chains.

“BHAVYA will benefit a broad spectrum of stakeholders—from manufacturing units, MSMEs, startups, and global investors to workers, logistics providers, service enterprises, and local communities,” Vaishnav said. “This is a transformational step towards Atmanirbhar Bharat, reinforcing our manufacturing capabilities, boosting exports, and laying the foundation for a resilient, inclusive, and globally competitive economy.”

The National Industrial Corridor Development Corporation, under the Department for Promotion of Industry and Internal Trade, will spearhead the implementation of the scheme. NICDC currently oversees 20 projects across 13 states and has played a key role in advancing the plug-and-play industrial park model by providing ready-to-use land, utilities, and approvals to accelerate industrial operations.

With the rollout of BHAVYA, the government aims to accelerate its vision of a Viksit Bharat, driven by manufacturing-led growth, job creation, and investment at scale.
