India’s federal structure can serve as a guiding principle for other nations in promoting equitable regional development within a democratic framework, Rajya Sabha Deputy Chairman Harivansh said on Friday.

Harivansh was speaking at the 68th Commonwealth Parliamentary Conference in Bridgetown, Barbados, at a session titled “National Parliaments vs Provincial, Territorial, Devolved Legislatures.”

Harivansh highlighted the key features of India’s federal structure and the critical role played by successive Finance Commissions in managing fiscal transfers between the national and state governments.

“Protecting the separation of powers is not only a constitutional necessity, but it also promotes a political culture of respect, dialogue, and accommodation,” he noted.

The Deputy Chairman also emphasized the importance of government bodies that facilitate vibrant discussions and foster the cooperative spirit of federalism.

“For instance, the NITI Aayog Governing Council provides a platform to discuss inter-sectoral, inter-departmental, and federal issues to accelerate the implementation of the national development agenda,” he said.

Harivansh concluded by stating that India’s experience shows that unity in diversity is possible while safeguarding federal provisions.

The conference, themed “The Commonwealth: A Global Partner,” brings together speakers and parliamentary leaders from across the world to strengthen cooperation, dialogue, and shared democratic values.

Harivansh emphasized that India’s federal structure was a guiding principle for equitable regional development while it promotes a culture of respect, dialogue, and accommodation.

The Indian delegation, led by Lok Sabha Speaker Om Birla, participated in various workshops and bilateral meetings during the conference, showcasing India’s commitment to democratic governance and cooperative federalism.
