On the fourth day of the Monsoon Session, Uttar Pradesh Chief Minister Yogi Adityanath announced on Thursday that the state will launch its own satellite in collaboration with ISRO to gather data on disaster management and weather conditions.
“Along with this, the goal is to make UP a global leader in emerging fields such as Artificial Intelligence (AI), blockchain, and quantum computing. Efforts will also focus on building IT parks and translating IT opportunities into jobs,” he said.

Presenting the UP Vision Document 2047 in the Assembly, the CM outlined short-, medium-, and long-term goals to position the state as a global economic, social, and cultural leader. The roadmap prioritises boosting farm productivity through advanced techniques, diversifying crops, promoting exports, expanding storage, and increasing farmer incomes. It also aims to transform UP into an export hub with food processing units and mega food parks, while doubling livestock productivity and improving breeds.
The Chief Minister said Uttar Pradesh will be developed into a major MSME hub, with a target to quadruple exports in the next five years through facilitation, certification, and tech upgrades. Key thrust areas include aerospace, defence, EVs, batteries, and semiconductors. Plans also include setting up AI Cities in Lucknow and Kanpur, transforming Noida into a Global Capability Centre, enabling at least 10 startups to achieve unicorn status, and establishing world-class incubators in every division.
The Chief Minister said Jewar Airport, set to be India’s grandest international airport, is in its final phase and will be inaugurated by year-end, serving as a major cargo transit hub to drive economic growth. The focus ahead includes smart grids, renewable energy, and green hydrogen, with new solar parks planned in Bundelkhand and Purvanchal. Every city will be developed as a solar city, and forest cover will be expanded to 13–14%.
To promote women’s empowerment, education, and health facilities, several schemes will be launched. The plan is to increase women labour force participation to 50%, establish Maharani Ahilyabai Holkar working women’s hostels in every division, and create employment zones in memory of Sardar Vallabhbhai Patel in every district. New AIIMS and pharma parks will be set up to bring maternal and infant mortality rates to the national average, fight malnutrition, and promote medical tourism, CM Yogi pointed out.
The goal is to include 15 universities of Uttar Pradesh in the NIRF top 100 list in the next five years. Theme-based universities will be established in AYUSH, agriculture, sports, and forestry. Along with new IITs and IIMs, teacher-student exchange programmes will be initiated with global universities.
For security and good governance, a CCTV network and an AI-based surveillance system will be developed. The goal is to achieve zero accidents and zero fatalities in transportation. District development plans and master plans will be prepared for every district, which will increase economic strength and investment opportunities.
