The new Lieutenant Governor of Ladakh, Kavinder Gupta, has reaffirmed his unwavering commitment to the holistic development of the Union Territory, identifying tourism and renewable energy as key engines of growth.

Chairing his first high-level meeting with administrative secretaries and heads of departments in Leh, Gupta stressed the need for a 100-day action plan to ensure fast-track and streamlined development across sectors.

Reflecting on his administrative experience as former Mayor of Jammu, the LG underscored the significance of empowering civil servants, calling them the enduring pillars of governance beyond political cycles.

He reiterated his resolve to fulfil the responsibilities entrusted to him by the President and the Prime Minister, calling for a collective push from all senior officials to realise Ladakh’s development vision.

During the meeting, Chief Secretary Dr Pawan Kotwal presented a comprehensive briefing on ongoing developmental initiatives. These included progress in recruitment across UT and district cadres, implementation of the domicile law and revised reservation policies, and efforts to smooth the hiring process for gazetted posts.

Highlighting fiscal trends, Dr Kotwal noted that Ladakh had received around Rs 6,000 crore in budgetary allocations over the past four years, although the past two years saw a dip. He expressed hope that funding levels would be restored in October following discussions with the Ministry of Finance.

The proposal to create five new districts—recently announced by the Ministry of Home Affairs—was also reviewed. The Chief Secretary informed that operationalising these districts would require the recruitment of over 5,000 personnel.

Additional presentations covered the rationalisation of wildlife sanctuary boundaries in Nubra and Changthang, and updates on renewable energy projects. Secretary (Power) Vikram Singh Malik provided details on the solar power project underway in Pang, part of Ladakh’s broader green energy mission.

Shashanka Ala, Secretary of Panchayati Raj and Rural Development, briefed the LG on the ongoing electoral roll revision ahead of the upcoming Panchayat elections.

Director General of Police Dr SD Singh Jamwal provided an update on the law and order situation and police infrastructure in the region.
