The Jharkhand government has notified the implementation of the “Jharkhand Utpaad (Licensing and Operation of Retail Liquor Shops) Rules, 2025,” marking a significant policy shift in the retail sale of liquor across the state. The notification, issued by the Excise and Prohibition Department under Rule 3(iii) of the new framework, states that the rules come into immediate effect, with full operationalisation from 1 September 2025.

As per departmental notification dated 11 July 2025, all retail liquor outlets in the state will henceforth be governed by the new regulations. Rule 57(i) of the policy overrides all previous norms related to the retail sale of liquor. The management and allocation of liquor shops will transition from the Jharkhand Beverage Corporation Limited (JSBCL) to private licensees, selected through an online lottery process.

According to Subodh Kumar Jaiswal, General Secretary of the Jharkhand Liquor Traders’ Association, the allocation of shops via lottery is expected to be completed by 15 August. Revenue targets and shop-wise benchmarks are currently being finalised, which will form the basis for allotment.

Until the new system is in place, the retail liquor business will continue under the supervision of JSBCL, operated through placement agencies. However, due to manpower constraints, a majority of outlets remain closed. Jaiswal attributed the temporary unavailability of liquor stock at many shops to procedural activities such as stock reconciliation, handover-takeover formalities, and settlement of dues with suppliers. Fresh orders have now been placed, and stocking is expected to normalise in the coming days.

The notification has been circulated to all district excise officers, deputy commissioners, and other administrative authorities to facilitate coordinated implementation.

Officials said the revised system is intended to bring greater transparency in revenue collection, reduce the administrative burden on the state, and ensure regulated retail operations through private participation.
