Fatal Faultlines

The deaths of workers inside an under-construction hydropower tunnel in Sikkim expose a danger that cannot be dismissed as an unpredictable consequence of building in the Himalayas. A suspected methane explosion may have triggered the disaster, but naturally occurring gas is a known underground hazard. The real question is whether a foreseeable risk was adequately detected and controlled before workers were allowed deep inside the tunnel.

The scale of the loss makes that question urgent. Twenty five bodies have reportedly been recovered. Eleven of those confirmed dead were from North Bengal, giving the tragedy an especially painful resonance in the state. Their deaths also illuminate a less visible reality of India’s infrastructure expansion: workers often travel considerable distances from economically vulnerable regions to undertake some of its most hazardous construction. The tunnel forms part of a hydropower project of the state-owned National Hydroelectric Power Corporation, designed to channel Teesta waters to turbines.

Such projects demand exceptional safeguards. Underground construction can encounter methane pockets, unstable rock, water ingress and poor ventilation. Gas detection, forced ventilation, ignition controls, evacuation systems and emergency preparedness are therefore not optional precautions. An investigation must determine whether these protections existed, whether they functioned and whether any warning signs were missed. Sikkim has constituted a special investigation team, but accountability cannot end with identifying the immediate spark that ignited the gas.

Calling methane the cause answers only the first question. Investigators must establish how explosive concentrations accumulated, whether continuous monitoring detected them, what ventilation arrangements were operating and whether contractors and supervising agencies complied with prescribed safety standards. Responsibility must follow evidence wherever it leads. Safety regulation has little meaning unless enforcement reaches the worksite, where institutional failures can swiftly become matters of life and death. There is a broader lesson for Himalayan development.

Hydropower, highways, railways and tunnels are transforming a geologically young and environmentally fragile mountain system. The 2023 collapse of the Silkyara tunnel in Uttarakhand, from which 41 workers were eventually rescued after 17 days, had already demonstrated how quickly underground infrastructure emergencies can become life-threatening. Each new disaster should strengthen engineering standards and emergency planning rather than become another isolated inquiry forgotten after public attention moves elsewhere.

The large number of victims from North Bengal also warrants scrutiny of conditions governing migrant and contract labour: recruitment, training, insurance, compensation and whether workers fully understand the hazards they face. Families should not have to discover the inadequacy of such protections only after receiving a body home. India needs infrastructure, including energy projects in difficult terrain. But development cannot be measured only in megawatts generated, tunnels completed or investment mobilised. Its credibility depends equally on the value placed on those who build it. Geological hazards cannot always be eliminated. Preventable deaths can be ~ and determining whether these deaths were preventable must now be the investigation’s central purpose.
