Prime Minister Narendra Modi today inaugurated Seva Teerth and Kartavya Bhavan 1 and 2 in the national capital. At the inauguration ceremony, PM Modi said that the new campuses like Seva Teerth and Kartavya Bhavan have been built to fulfil the aspirations of the people of India. He added that the decisions taken here will not reflect the wishes of any monarch; instead, they will be guided by the expectations of 140 crores of citizens.
On the government’s decision to rename some buildings, PM Modi asserted that this was not merely a decision to change names, but a sacred effort to transform the attitude of power into a spirit of service. He said, “In 2014, the nation decided that the mindset of slavery would no longer continue. We began the mission to change this mindset. We built the National War Memorial in honour of our martyrs. We established the Police Memorial to recognise the bravery of our police forces. Viceroy’s Road was renamed Lok Kalyan Marg.”

PM Modi stressed that in the journey towards ‘Viksit Bharat’, it is crucial that India free itself from the mentality of slavery. He said, “Unfortunately, even after independence, the symbols of slavery continue to persist… The capital of a country that became independent in 1947 was completely caught in the mentality of slavery. But as they say, the cycle of time never remains the same. In 2014, the country decided that the slave mentality would no longer be tolerated…”
Highlighting why these buildings were built on Raisina Hills following the wishes of the British Emperor, PM Modi said that these buildings were a means of realising the British Emperor’s vision for the land of enslaved India. Raisina Hills was also chosen so that these buildings would stand above the others. However, the Seva Tirtha complex is not located on a hill but is more connected to the ground.

Seva Teerth houses the Prime Minister’s Office (PMO), the National Security Council Secretariat, and the Cabinet Secretariat, while Kartavya Bhavan 1 and 2 accommodate several key ministries, including Finance, Defence, Health & Family Welfare, Corporate Affairs, Education, Culture, Law & Justice, Information & Broadcasting, Agriculture & Farmers Welfare, Chemicals & Fertilisers, and Tribal Affairs.
PM Modi’s first decisions at Seva Teerth
Earlier today, the Prime Minister signed important files at Seva Teerth, relating to the empowerment of the poor, farmers, youth and women. Also, PM Modi took some key decisions, including approval for the launch of the PM RAHAT scheme, as per which victims of accidents will get cashless treatment of up to Rs. 1.5 lakhs. This will ensure that immediate medical help is provided to anyone affected.
Also, PM Modi announced doubling the target of the Lakhpati Didi scheme to 6 crore to boost women empowerment. The Agriculture Infrastructure Fund target has been doubled from Rs. 1 lakh crore to Rs. 2 lakh crore, to help farmers and boost their incomes.
Before inaugurating Seva Teerth and Kartavya Bhavan 1 and 2, PM Modi chaired the last Cabinet meeting at the South Block building.
