Even after achieving 116% rise in revenue collection from April to October 2025 in comparison to same period in the last fiscal, the Uttar Pradesh Excise Department lagged behind in meeting the target fixed for this 2025-26 finacial year. Hence, UP Excise Minister Nitin Agarwal on Thursday warned the officials that target of Rs 63,000 crores this financial should be achieved at any cost.
The minister made it clear during a review meeting of the department that the monthly revenue target must be achieved 100%. To achieve this, he directed officials that strict action will be taken against districts that have not met the excise revenue target set for October and are consistently performing poorly.
In the meeting, Agarwal informed that against the target of Rs. 32,500 crore from April 2025 to October 2025, the collection was Rs. 30,657.54 crore (94.33 percent). During the same period last year, the state received Rs. 26,330.87 crore in excise revenue. Thus, this year, the revenue achieved is Rs. 4326.67 crore (116.43 percent) more than last year.
He said that every possible effort should be made to achieve the target of approximately Rs. 63,000 crore by the Excise Department in 2025-26. He directed the officials to conduct a survey for potential new liquor shops in unserved border areas of the state and a proposal be submitted within 15 days.
The excise minister expressed satisfaction that no untoward incident involving loss of life has occurred in the state so far during the current government’s tenure. “Regional officers were instructed to be even more vigilant in their enforcement efforts, ensuring no untoward incidents occur under any circumstances. Strict action was directed against the manufacture, transportation, and sale of illicit liquor, ensuring that liquor from other states is not sold in the state. Efforts were directed to be made to completely ban the manufacture and sale of illicit liquor,” he said.
“Departmental officers/inspectors/ field staff were instructed to organize periodic workshops and maintain updated knowledge of innovations and laws and regulations to improve the quality of enforcement and inspection work. While ensuring effective enforcement against liquor mafias and illegal gangs, special action and coordinated operations were directed to prevent any mafia or their groups from flourishing in the state, and to eradicate such gangs completely,” the minister instructed.
