Taking a significant stride toward planned urban development and ensuring transparency in construction regulations, the Punjab Government, led by Chief Minister Bhagwant Singh Mann, has decided to formulate Unified Building Bylaws.
Addressing a press conference at Punjab Bhawan, Housing and Urban Development Minister Hardeep Singh Mundian stated that this initiative will fulfill a long-standing demand of city residents and other stakeholders.
He informed that the draft of the bylaws has been uploaded on the official websites (http://www.puda.gov.in) and (http://www.enaksha.lgpunjab.gov.in) to invite public suggestions. Residents are encouraged to submit their feedback and recommendations within 30 days.
The Cabinet Minister said that the Mann Government aims to create futuristic and uniform building norms through public consultation and inclusive policymaking. The draft bylaws have been prepared through a comprehensive process involving stakeholder inputs.
Mundian emphasised that providing convenient, accessible, and transparent services to citizens is a top priority for the government. He acknowledged that building regulations in Punjab have long been a source of difficulty due to their complexity.
He stated that with the implementation of these bylaws, Punjab will become the first state to promote simplified building regulations, a business-friendly environment, sustainable urbanisation, and regulatory transparency.
Highlighting the objectives of the Unified Building Bylaws, the Minister said that processes are being streamlined for public convenience. Building norms have been standardised across all development authorities and municipal corporations in Punjab. The new bylaws are designed to be user-friendly, easy to understand, and simple to implement.
He further asserted that the revised bylaws significantly reduce red tape and eliminate unnecessary bureaucratic hurdles, thus enhancing the ease of doing business. The new framework also encourages sustainable urbanisation and promotes environmentally friendly construction methods aligned with future development needs.
Notably, the bylaws provide relaxations in key parameters such as increased Floor Area Ratio (FAR) and Ground Coverage, which are expected to encourage developers to construct green buildings. These simplified regulations, designed with an emphasis on investor ease and urban growth, are expected to attract investment and boost economic activity.
Public consultations will be conducted through online portals to ensure transparency and accountability in the grievance redressal process. The Minister concluded that these Unified Building Bylaws will promote sustainable urban development and reduce the environmental impact of rapid urbanisation.
