Prime Minister Narendra Modi chaired the second high-level meeting with Secretaries to the Government of India at his residence at 7, Lok Kalyan Marg on Tuesday, reviewing the agenda of key ministries and departments, focusing on accelerating progress towards the goal of Viksit Bharat.
The meeting covered critical sectors including Finance and Economy, Commerce and Industry, and Technology with discussions on strengthening citizen-centric governance, promoting indigenous capabilities, improving coordination among ministries and preparing India for emerging challenges and opportunities.
During the interaction, Prime Minister Modi emphasised the need for greater coordination across government departments, calling upon officers to break both horizontal and vertical silos within the administrative system. “Team building across Ministries and Departments is essential. All officers must work with a shared sense of purpose to achieve integrated outcomes,” the Prime Minister said, stressing that government functioning must move beyond departmental boundaries and focus on collective delivery.
Highlighting the importance of people-centric governance, he said citizens must remain at the core of every government decision and policy. He underlined that the aspirations, needs and welfare of ordinary citizens should guide the functioning of every ministry and department.
The Prime Minister stressed that while India was investing substantially in infrastructure development, equal emphasis must be placed on creating indigenous technologies and strengthening domestic capabilities in strategically important sectors. “Technological self-reliance and building domestic capabilities in critical sectors are essential for India’s future growth and security,” he said, according to an official statement.
Dwelling on energy security, the Prime Minister said the sector was closely linked with national security, economic stability and public welfare. He called for accelerating efforts toward energy self-reliance through innovation, diversification of resources and faster creation of domestic capacities.
The Prime Minister also underlined that reforms should not be treated as a one-time exercise or merely a slogan, but as a continuous process necessary for effective governance. He called for reforming administrative processes, improving work culture and strengthening institutional efficiency to meet changing requirements.
With the rapid expansion of digital systems across sectors, Prime Minister Modi stressed the growing importance of cybersecurity and called for greater vigilance against emerging cyber threats. He encouraged wider participation of young innovators and entrepreneurs in developing India’s cybersecurity ecosystem, describing it as an area that should evolve into a nationwide movement.
He also called for proactive communication on strategic sectors where India is undertaking major initiatives, cautioning that misinformation and unfounded concerns must be countered through timely and effective outreach.
Emphasising the need to prepare India’s workforce for future industries, Modi called for creating new academic programmes in partnership with industry to ensure that young people acquire skills aligned with emerging technologies and economic opportunities. He said that governments must continuously evolve and remain dynamic. “A government must always remain youthful, dynamic and forward-looking, continuously adapting to new challenges and opportunities with agility and innovation,” he emphasised.
The meeting witnessed detailed presentations and discussions by Secretaries on progress made in their respective sectors, key priorities, emerging opportunities and implementation challenges. Senior officials shared their experiences and perspectives on strengthening policy execution and improving outcomes. It was attended by the Cabinet Secretary, Secretaries of key ministries and departments, and senior officials from the Prime Minister’s Office.
In a post on social media platform X after the meeting, Prime Minister Modi said, “In today’s meeting with Secretaries to the Government of India, we discussed key aspects relating to sectors like Finance and Economy, Commerce and Industry as well as Technology. Highlighted ways to enhance citizen-centric governance, boost infrastructure and develop indigenous technologies. Also called for the active participation of young entrepreneurs in key sectors.”
The meeting was called at a time when the government continues to focus on accelerating economic growth, strengthening domestic manufacturing and technology capabilities, and aligning governance reforms with the long-term objective of building a developed India by 2047.
